I have a questions.
Postgresql 9.4.8 is compatible on Windows XP SP3?.
postgis 2.2 is compatible on the same OS?
I have a dependence with this OS and I need to use this version of
postgresql and postgis.

Yes. That's not a problem as long as Postgres has not been compiled
with Visual Studio 2015 or newer.
postgis 2.2 is compatible on the same OS?
Don't see why it would not work, but I don't know much about PostGUS
to be honest.
I have a dependence with this OS and I need to use this version of
postgresql and postgis.
This is not a bug, such questions are more adapted to pgsql-general for example.
