I have changed the password for a user role to another password, but it
still allows users to logon with earlier password. The objective of changing

You should update to 9.4.8, you are missing close to two years of bug fixes.
I have changed the password for a user role to another password, but it

password is not met.
Are you sure that you are not enabling "trust" in pg_hba.conf? You
should double-check that.
