Answering the question that you asked is about the extent I'm going to be
able to help with this. As I said you should pose your request for
assistance to a more appropriate list and provide considerably more detail
about exactly what didn't work. Log files are especially helpful.

I downloaded the two versions of the PostgreSQL, such as: 9.6.3 and 9.3.17.

Sometimes when I click to run the installer, nothing happens OR sometimes it appears an error (attached)

If you do that you might have better luck finding volunteers. You might
also consider directly emailing whomever supplied your installer. There
are also professional support companies whom you can hire.
