This is not a bug.

Use the yum.postgresql.org repository for all supported current versions of
postgresql.

Red hat determines what versions are in a release of the, and centos
rebuilds a community version.

Yum.postgresql.com is run by the postgresql project, it's built directly
from the same public sources. Your so-called security policy is stupid
