BUG #15123: pgAdmin 4 no error message

Description:
Hi,
i have db on postgreSQL 10.3 version.
In order to your information i have to use pgAdmin 4 software.
On one device (desktop PC with Windows 7 on board) i have problem with
launch the application itself. In every version starting from 4.0 i have the
same problem:
Fatal Error:
The application server could not be contacted.
Application not want to start.
I also tried to launch this pgAdmin 4 on fresh laptop device, also working
on Windows 7 (fresh system after total reinstalation).
I got working pgAdmin 4 on this device but after making mistake in query
tool i dont get proper message about mistake (e.g. table non exists). I
constantly get error:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 3.2 Final//EN">
<title>500 Internal Server Error</title> <h1>Internal Server Error</h1>
<p>The server encountered an internal error and was unable to complete your
request. Either the server is overloaded or there is an error in the
application.</p>
I shouldn't do it but i tried this query on pgAdmin III and i got proper
error message "Table xxx not exists."
Please give me a proper solution with this problem because i cant work with
my database i can work with this pgAdmin 4.
