BUG #15354: pgadmin query tool initization error

Description:

I am upgrading from Postgresql 9.5.3 to latest version 10.5 - 64 bit under
Windows 8.1
saved database using pg_dumpall, under version 9.5, uninstalled version
9.5.
Downloaded and installed version 10.5, and then ran psql under version 10 to
reinstate the database. This all ran without problems.
Started up pgadmin 4, which open window in Internet Explorer 11, to check
everything OK. successfully can query the data via menu Object/View Edit
Data
However, clicking on Tools / Query Tool produces the error
"Query Tool Initialize Error"
