Description:
The Postgres 9.6.3 download URL
(https://download.postgresql.org/pub/repos/yum/9.6/redhat/rhel-7-x86_64/pgdg-centos96-9.6-3.noarch.rpm)
is returning HTTP status code 404.
All the documentation and tutorials I have come across on downloading
Postgres on Centos refer to this URL or similar, but I am finding that no
`pgdg-centos` packages are hosted anymore.
