BUG #15773: Cannot Open a sql file directly - have to go to pgadmin, query tool and then choose open

Description:

when trying to open a sql file directly from the file directory, I get
unexpected parameter for that specific sql file. the same file opens totally
fine when i go through pgadmin3, query tool, and then choose open and browse
for the file. Help!!!
