BUG #15996: Unable to install any PosgresSQL version

Hi,

A couple of people have reported the same issue on Windows 10 a few days
ago. Here

is the link to that thread which also includes the link to the test
installer. One of the users has informed that it resolved the issue for
him. Could you also try installing that and confirm? Please ignore the
pop-up messages which are included in the installer for debugging purpose.

Description:

Hello, I've been trying so many things past few days, I've downloaded all
suported x64 install .exe's as well as x32 one's.
When I run the installer as an Admin ( i don't have any other user account
), I even tried to start the installer through cmd with admin privileges,
but everytime no matter what I do I get an error saying:

There has been an error.
Error running icacls
"C:\Users\Aaa\AppData\Local\Temp/postgresql_installer_34545234c" /T/Q
/grant
"Aaa:(OI)(CI)F":
C:\Users\Aaa\AppData\Local\Temp/postgresql_installer_34545234c\*: Access is
denied.

I did not manage to find any information about this error it seems I'm the
only one getting it ( my coleages ) had no problem with it.
