Just to be clear, did you also download and install the server? Creating a
server in pgAdmin doesn't actually create a new PostgreSQL server, it
create a server profile in pgAdmin that points to a server that is already
running.

Dear David J.
I only download the pgadmin4-4.19-x86.exe
<https://ftp.postgresql.org/pub/pgadmin/pgadmin4/v4.19/windows/pgadmin4-4.19-x86.exe> and
install it. The issue is that it works when I use Pgadmin in UC, Berkeley.
What works or doesn’t work at school is largely immaterial. If you want a
server on your local machine you need to install it. PgAdmin is only a
client.
