BUG #16552: In Setup wizard, Locale "Spanish, Spain" present twice

Description:

1. Download EDB Build for Windows 10x64

2. Run, leave all options by default, enter Password, Port
3. On Advanced options, in Locale selector, There are duplicated entry for
Spanish, Spain:
- Spanish, Puerto Rico
- Spanish, Spain
- Spanish, Spain
- Spanish, United States

The same for 11.8 build
