I have just upgraded from version 15.2 to 15.3, but when I try to run
pgAdmin there is a long time delay before it comes up with the message:
"The
pgAdmin 4 server could not be contacted". Below that it shows full details
of the error which ends with the following:

5.9.5); you may try to 'pip uninstall psutil', manually remove E:\Program

4\python\lib\site-packages\psutil\_psutil_windows.cp310-win_amd64.pyd or
clean the virtual env somehow, then reinstall

Hi Tony,
Sorry for the late response on this, we investigated the issue and released the installer with package revision no.2 (postgresql-15.3-2-windows-x64.exe) to resolve this issue.

Please try downloading the installer from https://www.enterprisedb.com/downloads/postgres-postgresql-downloads
