Stackbuilder fails to download application list

Stackbuilder fails to download the application list because it does not
respect HTTPS_PROXY variables using no proxy for "https://" URLs.

It does not matter if appropriate variables are defined. Stackbuilder
respects these variables for "http://"-URLs, but ignores them, trying
direct connections on "https://"-URLs.

Since the servers to download the application list are all using https
stackbuilder fails to download the list if behind a proxy.
