BUG #18211: pg_catcheck_16 RPM package mssing für RHEL8 and RHEL9 repo

Description:

Postgresql 15 has the pg_catcheck_15 for RHEL7/8/9. Fedora 37 - 39 has the
pg_catcheck_16 package for Postgresql 16. The pg_catcheck_16 package is
missing for RHEL8 and RHEL9 (RHEL 7 is desupported). So please provide the
pg_catcheck_16 RPM for RHEL8/9.
