Description:

python3-psycopg2 seems to be packaged to python 3.9 instead of 3.6 which
patroni uses and automatic updates break patroni.

Wrongly packaged to python 3.9:
Name : python3-psycopg2
Version : 2.9.9
Release : 2PGDG.rhel8

Previus version of it Correctly packaged to python 3.6:
Name : python3-psycopg2
Version : 2.9.5
Release : 3.rhel8
