Wrongly packaged to python 3.9:

Version      : 2.9.9
Release      : 2PGDG.rhel8

Previus version of it Correctly packaged to python 3.6:
Name         : python3-psycopg2
Version      : 2.9.5
Release      : 3.rhel8

I removed the RPM fromthe repositories until finding a solution. Sorry
for the inconvenience.
