I am unable to request any rpm from postgres repo.

The current error I receive follows:  
[FAILED] pgdg-redhat-repo-latest.noarch.rpm: Curl error (28): Timeout was
reached for
https://download.postgresql.org/pub/repos/yum/reporpms/EL-8-x86_64/pgdg-redhat-repo-latest.noarch.rpm
[Connection timed out after 30000 milliseconds]

I have curl'd to acquire any type of downloadable material from recommended
site :
https://download.postgresql.org/pub/repos/yum/reporpms/EL-8-x86_64/pgdg-redhat-repo-latest.noarch.rpm

dnf proves to be ineffective as well.

Is this due to : CVE-2025-1094: PostgreSQL quoting APIs miss neutralizing
quoting syntax in text that fails encoding validation

I need Postgres for my software, and I am unable to utilize this without
verifying the GPG key.
