BUG #19061: I downloaded version 17 of postgreSQL and it was lagging very much

Description:
After version 17 lagged so badly, even though my computer is fast enough,
and still have 4GB spare, than I downloaded version 15 of postgreSQL and it
ran fine for few days, and now ts lagging again, I wonder why, and what
