"create rule" manpage inconsistency?

In the man pages for 6.3.2, and those on the web site, document this
the syntax to use the word "as", "create rule xyzzy as...." But the
examples all use "is", "create rule xyzzy is...."
Confusing for someone trying to create their first rule...
