I think there's a boo-boo in http://www.postgresql.org/docs/index.html.

You have four links for downloadable HTML documentation, e.g.,
user.tar.gz, programmer.tar.gz, etc, which are mistyped.

The link says ftp://postgresql.org/pub/patches/user.tar.gz, where it
should say ftp://postgresql.org/pub/doc/user.tar.gz instead (i.e., it
should be /doc instead of /patches).

You are, of course, correct. I have updated the web page and the cvs
files.

I tested it and it works now.
