IPC configuration in the FAQ

I think at or near questions 3.2 to 3.4 in the FAQ there should be a
reference that SysV IPC configuration is explained in detail in the
Administrator's Guide (as of version 7.1). Maybe not a direct link (for
our favourite set of reasons...), but at least that people are encouraged
to look. A new user would otherwise be pretty daunted by a bare "A more
permanent solution is to increase your kernel's SEMMNS and SEMMNI
parameters."
