I finally noticed the following rule:

And I will mention that.

And guessed that postgres.rtf would be the appropiate target.
I am still not completely sure that is the correct target because
building the rtf documentation takes a long time (or perhaps is broken
here) and I haven't run this to completion yet.

I noticed that too. I guess there's a bug in openjade.
