Doc tarball should include manual pages?

Should the doc tarball contain the manual pages? Right now it does not.
It only has the SGML files in HTML.

What? The man pages are in man.tar.gz.

What? The man pages are in man.tar.gz.

Right, but the *doc* tarball (postgresql-docs-8.0.0.tar.bz2) doesn't
have that file, only the full download has it.

I think I asked this during 7.4 too and Peter I think told me why but I
can't remember.
