7.4.15 release notes do not mention DST change

... no mention of the CAN/AU DST update. There's also no mention in
8.2.1, but I'm assuming that's because 8.2.0 was DST-correct?

That is because 7.4.X uses the operating system timezone, not a
PostgreSQL-installed one.

Yes, the update was done before 8.2.0 was released:

revision 1.4
date: 2006/11/28 19:37:03; author: tgl; state: Exp; lines: +18 -8
Update timezone data to tzdata2006p zic distribution. It seems Western
Australia decided to institute DST with one month's notice ... way to
go, politicians.
