remove doc/src/sgml/sql.sgml?

Looking at the git logs shows that we've spent effort on maintaining it,
which is a bit silly if it's unused. We should either remove it, or
update it and start including it. I'm not particularly interested in
doing work to revive it, so +1 for removing.
