Where might I propose a 'feature'?

I find the pg_hba.conf file to be frustrating in its configuration. I dont
see anywhere in the document itself that I would be able to use a netmask,
say:

192.168/16

which I would find to be far easier than the current setup. It doesnt strike
me as particularly difficult to include, and I think a lot of people would
take to it easier than the current setup.

Where might I propose such a patch? I'd really love to do it myself, except
that I'm a perl hacker and don't know the C necessary.

There is a clear "MASK" column in the pg_hba.conf file. Perhaps look at
the 7.2 version of the file as the documentation in it has been
improved.
