how powerful is PL/pgSQL

hi,

I need to know how powerful is PL/pgSQL, is there other advanced features
other than that in the doc? e.g., is there features
like oracle's PL/SQL's "collections" (or C's arrays).

On the other hand, is postgreSQL's tcl support full feature of
tcl?

Also, can I manipulate stuff on OS (linux) through PL/pgSQL or tcl?
