SQL CONNECT BY statement

Is the "SQL CONNECT BY" statement supported under recent versions of
PostgreSQL? It would seem not to be in 6.3.2

Discussions re: ANSI SQL latest standards have mentioned it, and I
believe Oracle have supported it as an Oracle extension since 8.0
