how read a text file in PG ???

Hello,

how could we read a file(any text file) in pg in order
to create an evolutionary database.
Like this, user could input or output any fields in
the text file and the database could automaticaly read
all fields without no development by de programer

p.s.: if I am not understandable, contact-me I would
try to be more comprehensive.
