ALTER TABLE vs. CREATE TABLE

is it a bug or a feature that I can use ALTER TABLE ADD COLUMN to
add a column of a type that I can't get with CREATE TABLE?
Similarly, that I can drop *all* columns from a table, but can't
create a table with no columns?
