A news item would be also OK, but then I could get the problem of
having to choose between several people I do not know...

Brussels, and there were lots of PostgreSQL folks from the Netherlands.

Aha... I did/do not know about FOSDEM (yet) ...

I could probably find someone for a 40 minute talk who is local, but a 3
hours one may require my attendance.

May be you could concider a 'normal' talk and a 'tutorial like' talk?
We have longer timeslots available for tutorial like items, ie talking
about what is currently used and available. A conference talk could be
more future stuff, hot tpoics, etc.
I'm just thinking along with you... ;-)
