A colleague is having trouble using Zope with Postgresql and Windows. I
tried to access http://initd.org/software/initd/psycopg, but after
having had no response, I gave up!

AFAIK would be the best bet, because it is Postgres specific, no ODBC
involved.

I have used use psycopg for one project and found it quite sufficient. It implements the Python DB API 2:
