failure to restart postgresql service after improper shutdown

after an improper shutdown (power failure) the postgres service cannot be
restarted.
simply restoring the postmaster.pid does not allow the postgres service to
start.

also, is there somekind of data integrity check built in with postgresql
that can notify me of any data corruption resulting from the 'crash'?
