pgsql: Document brin_summarize_new_pages

Great. It would be nice if brin.sgml has a reference to func.sgml.
I mean something like:

<function>brin_summarize_new_pages(regclass)</function> function,
or automatically when <command>VACUUM</command> processes the table.
